sharing it will enable performance improvement (SP4)

InteGRail will NOT replace existing systems. It will be used
in conjunction with existing systems.

|
As
standardisation proposals are a primary goal, they will be given
high priority according to the following strategy:
1) prepare complete and detailed specifications as working documents,
involving all major actors and looking for maximum consensus
2) develop a significant working prototype system
3) test and validate the prototype in as much as possible close
to real life conditions
4) incorporate validation feedback into specifications and hand
them over to an appropriate standardisation body.
